ita
Can't you just visit the official websites for programs such as Maya and find out the price yourself? It took me about 2 mouse clicks to find out that a non-subscription copy of Maya costs $ 3495.

ita
Well maybe someone will drop by and help with that. Also there are forum sections for 2D imaging and 3D modeling software, you could have a look there.
Moraelin
Well, for most of the usual stuff used in FO:NV mods you can use free stuff. For example Blender for mesh editing and GIMP for the textures. That just about covers creating most items.

pickinthebanjo
thank you pickinthebanjo and moraelin When you get blender it is best to go for v2.57 as I found it to be very stable. When you get gimp you should also do a search for gimp normalmap plugin as well as gimp .dds plugin, that way you are able to make the proper format NV uses as well as normalmaps
