i am thinking of buying fo3 for my laptop and was wandering three things:

1. are there many good mods for this game? like ui changers, graphic and body replacers, weapons, animation replacers and which ones are the best to have?

2. can you change the way the pc looks altogether like oblivions custom races?

3. or is it better to go with vegas, have people made the game playable (bug wise), does the engine of vegas allow for better mods?

i know its a lot of questions but i was really hoping to play either of these games modded out any help would be highly appreciated

Get both!

There's a ton of good mods for both, understandably the biggest New Vegas projects are still very much work-in-progress, since it only came out a bit over a half a year ago.

Before getting FO3 - especially for a laptop, make sure you will be able to play it - Many laptops, even newer ones can't.

Using the computer you plan to play the game on

Go here to see if your computer can run the game

http://www.systemreq...tslab.com/cyri/

You will find the various game we support

Oblivion listed as 'The Elder Scrolls IV, Oblivion

Fallout3 as Fallout3 PC

Dragon Age listed as Dragon age

Fallout New Vegas as Fallout: New Vegas

Morrowind is not listed, However if you can run Oblivion at all it should run well on your system.

Note: TES V - Skyrim is not listed yet as no one knows what the final requirements will be yet.

As for New Vegas, the ONLY legal source is Steam. Even if you buy a DVD you will still have to have steam to play it and get patches. And as we do not support pirates here, getting mods, or getting them to work could be a problem if you do chose to steal the game.

nice site looks like my laptop scores perfect a's for both games. does that mean buying from play.com is illegal?

Just as a quick heads-up, I don't think there is such a thing as "best mods", as ultimately it depends on your own tastes, balance ideas, play styles, etc. What can be said is that some meshes and models and other additions are better quality than others, but that doesn't necessarily mean you'll enjoy playing with them, or even that they fit your idea of an apocalyptic world. Probably the best thing to do is simply read the descriptions, look at the screenshots and decide for yourself.
