Disappearing objects and NPC's

I am just wondering what it is that causes the following to happen?

 

I had problems all day yesterday and had to uninstall and reinstall probably ten times at least. Now, after all was said and done and I loaded all the mods back into the game I am faced with yet another situation. (Before, I begin however; I am using the very same mods that I have been using right along.)

 

Prior to all of this I could see, for example, the Powder Gangers approaching Good Springs from afar –near to the General Store. Now, I don’t see them approach until I start to turn the corner in their direction. In the meantime, I am being peppered with bullets. Here‘s another example: At the very beginning of the game when you are doing Sunny’s quest –when you return from the cemetery and stand on the ridge you can see Sunny and the dog near the campfire. Now, when I stand on the same ridge, in the same exact spot, I don’t see either one of them –until I jump down and start walking toward their unseen direction, and then they start to appear.

 

Can anyone tell me what would cause that to happen?

Sounds like your game graphic settings have been turned down way low, try setting them up higher?
