Ridiculous Hunting rifle fire rate

So i have got a ridiculous thing going on in my game, i equip a hunting rifle, regular or unique and i see it has 316 dps so i tap fire it and it shoots like a machine gun.

i have gone over the geck and fallout new vegas edit to try and find a fix for this ridiculous bug i cant find it
