How to create/edit textures in Win7?

I'm interested in creating some textures but I'm having a little trouble. I installed the nVidia DDS plugin but CS3 won't open the file. After trying to find a solution on google it seems quite a few people have troubles working with DDS files on windows 7. Is there anyone who can point me to a fix or guide that will get me up and running with textures?

Weird, I'm using Windows 7, Adobe Photoshop CS5 and nVidia DDS Plugin and it's working fine. Are you using the right x86 or x64 version?

I'm using 64 bit windows and 64 bit CS3 if thats what you mean. I've found a workaround now with more scouring of the internet. I'm using a converter to turn DDS files into PSDs I can do my thing with them and then convert them back. Not as simple as I'd like but it will do the trick at least until Skyrim comes out.
