Slot 61, standalone BOS officer hood

I know a mod already exists for putting a standalone BOS hood on slot 61 but it requires the armory mod which I find gamebreaking and doesn't come in the officer coloring.

 

in the past I figured changing an item's slot was fairly easy so I guess all that's left would be to soft recolor it (no texture work, just alter the colors) and make it a standalone

if no one feels up to doing it, I'd appreciate pointers at how to achieve that
