Shadowmane2001
I was thinking that some time after the completion of the Main Quest the player gets a message of Sigil Stones for sale some where out side of the imperial City. Not sure where, The Store is Run by a conjurer who had managed to summon a very, upset, and very fouled tempered Daedroth Lord. This Daedroth is the crafter of the Sigil Stones, and The summoner has permanently bound him to his service. In this Shop you can buy and sell sigil stones like getting the ones you really want. As for the Respawn time between the restock I suggest maybe two weeks. The Daedroth should threaten, curse, and mock the player when ever spoken to, but other wise doesn't attack. The Shop keeper sells them at the following prices from weakest to strongest. 500 for Descentant stones1000 for Subjacent stones2000 for Latent5000 for ascendantand 12,000 for the ultra powerful Transcendent stones.I would suggest only one or two of the upper level stones in the shop at a time as well. This will make use of your gold so people can later Buy the Sigil Stones they want.
Sypron
Sounds good. You may encounter a problem with the prices, as you cannot decide the exact price a shopkeep will sell items at. It could be done through text, but then people can't see the exact enchantments they may want.
Shadowmane2001
The idea is that those stones have that price in player inventory, and as far as the enchantments you can see them it would have a normal enchanments like buying a magical blade in any other shop point overt it. Another idea is that what stones that are available are also dependent on player level so if you complete the main quest when your level 10 you can two game weeks later start buying the most powerful.
