moomeyer
All the sound in the game works perfectly, but when I talk to an NPC they move their lips and the text comes up. There isn't any sound coming out though. Even when walking past an NPC they say their lines or whatever, but actually talking to them there is no sound. I have mods installed, but none of them should have tampered with NPC voices. I think.
GrindedStone
I think that voice uses the .Ogg or ogg vorbis codec, something like that, you should see a .dll that says .ogg or vorbis something, in the fallout folder, though in the past folks would install a codec pack to clear up the issue, it's an indication that parts of the O/S are incorrect or incomplete, missing foundation software or maybe it's just messy. You could try automatic updates, you could try installing windows media player, and you could look up the radio stutter thread listed in the Fallout 3 forums. K-lite an ffdshow I think are the more popular codec packs. The problem shouldn't extend to any other parts of the game, so if you can get the voices working then that's good enough. Though while you are at it, check an see that you have a copy of Visual C++ installed along with the entire microsoft .NET framework family 1 2 3 4, then if you are using Win7 or Vista you should go to Steam support an read the common problems with those O/S or contatct support yourself. Just a suggestion. Edited May 18, 2011 by GrindedStone
