NMC's texture pack won't work for me.

so i've googled on this since yesterday and cannot seem to find a resolution that works.

i'm on a Windows 7 machine, with an AMD triple core and an Nvidia GTX 470, 8 gb ram.

i downloaded a purchased copy of Fallout 3 GOTY Edition through the Steam store online. d/led and installed, no issues, all's well. opened a new game and saved in the vault area while you're still a child.

installed FOMM.

installed Fellout, DarnifiedUI, the Unofficial Patch, and attempted to install NMC's Texture Pack.

however the texture pack clearly is not working. here's what i did:

I extracted the textures to the Fallout data folder and overwrote the existing data/textures content.

I "activated" the mod in the FOMM.

i took a couple steps to insure archive invalidation was in place.

i tried to follow all other tips i could find, tested conflict detection, etc.

and yet, when i load up my game, it is all low-res blurry-ass craptastic textures. clearly the NMC content isn't working. i've tried deactivated and reactivation a couple times, i've overwritten the fallout data a couple times over -- it just doesn't seem to be taking.

can anyone advise?

is the NMC mod supposed to show up on the FOMM load order main list? it only appears in the package manager window. it's checked off and activated, but nothing actually happens.

if anyone can help me pinpoint what i'm missing i'd be very grateful. i feel like i must be missing something minor. i don't have a lot of experience with mods but i've applied similar texture upgrades to other games like Oblivion before w/o issue. i've checked the setting for the Nvidia card, and they're all basically the default settings, nothing unusual going on.
