can someone help me with this?

I have been looking all over tessource for a high level, non cheated, no mods required high level charactor to have fun with. So far every high level charactor ive found was either cheated or required a mod of some sort. All the rest were all "Pretty lvl 1s or look alikes of people" Please can someone help me locates a lvl 30 + charactor with no mods required and no cheats?

Quick question; is cheating really such a big deal? I mean just because the person who made the character cheated doesn't mean you have to. And isn't downloading someone elses good character cheating in itself?

You heard wrong, or simply misunderstood. The only difference between cheated stats and non-cheated stats is that cheated stats being disproportionate to level. As long as the stat isn't cheated over 100, you should be able to raise the skills related to the stat without any problems. This isn't something unique to cheating, and even without cheating if you take all strength based skills (blade, blunt, hand to hand, armory), and level strength 5 points every level, you'll eventually hit 100 strength, and be unable to raise your combat skills any. There are however mods that fix this.
