unable to parse value

After trying to solve patch 1.12 mod issues made a total mess to my game, I'v reinstalled a clean one updating only to patch 1.10-1.11
Now when I try to load the game with mods that effect game mechanics like: AllSkillsActive, Always Full XP, Uncapped Level etc' i get this error:

Error [content0]game\gameplay\effects\effects\other\oil.ws(12): Unable to parse value

mods like Relic weapon redone, Witcher sets redone, and others have no problem to load!

Any Ideas?
