Modding Ini Files for Starting Funds, Staff, Monthly Funds Etc

So I found in the XComGameCore files some text that says HQ_STARTING_MONEY and Monthly funding, starting engineers, etc

 

I edited the file to test out tweaks and when I boot the game up and start a new campaign, nothing. I get the default starting amounts in all those categories. What am I missing in trying to edit the ini files? I've seen mods for editing starting staff up, none for starting funds or monthly income yet. What am I missing? Do I have to download the mod tools to edit the files?

Edit found out I was editing the wrong doc and script

 

Needed to edit this in XCOMGameData ini

XComHeadquarters_StartingValueSupplies[0]=175 ;Easy
XComHeadquarters_StartingValueSupplies[1]=175 ;Normal
XComHeadquarters_StartingValueSupplies[2]=175 ;Classic
XComHeadquarters_StartingValueSupplies[3]=175 ;Impossible

XComHeadquarters_StartingScienceScore=0
XComHeadquarters_StartingEngineeringScore=0

Please see the sticky thread for a good article on how to change your local ini files. Changes to files in My Documents\My Games\... get written over by the game. For your personal use, back up the files in the steamapps\common\... area, and change those. Also, I am not positive that the *Score values relate to starting staff members. There is a mod that provides starting scientists; you could install that mod and see how it works.
