Odd issue when using FOMM

Alright, so I recently had to get a new harddrive, and reinstall everything. I finally have got around to putting Fallout 3 back up, and picked up some of my favorite mods. Problem is this:

 

I install FOSE, no problem, runs the game no problem.

I install FOMM, and click Launch FOSE, and it starts, no problem.

I start by adding a mod, ANY OF THE MODS that work on their own, and they load properly, however when I click Launch FOSE this time, I see the first intro screen, and then crash before getting to main menu.

 

I deactivate, and remove all mods, but Fallout 3 still always crashes on that same screen from this point on. I even deactivate FOSE and FOMM, and still, vanilla FO3 GOTY crashes at the same point.

Version is 1.7.0.3... I am really lost here.

 

The mods I have been trying to load are FWE, MMM, WKM, and EVE. I had all four of these mods working perfectly before the new HD, and I have followed the same procedure that I used then.

 

Any idea what the problem is? I am not new to modding these games, so I have checked the load order, and there are no issues and the right files are active, but I can't load the vanilla FO3 without an uninstall and reinstall.
