Can i run enb and texture mods (NMC)

I'm a little new to modding ,but i do know how to download mods. But I'm curious if i can run them. One more thing i own

both fallout nv ultimate edition and fallout 3 goty specs (down).

Short answer: yes.

 

Long answer: Don't go hog-wild with "high definition" or "high resolution" textures. They can kill your "frames per second" (FPS) rate in game play for little to no visible improvement in graphics quality. The vanilla game texture resolution is 512x512 pixels. Most people can't really see any difference beyond 1024x1024 res, which usually has little to no impact on FPS. With your graphics card you should be fine with that.

 

The entire "texture replacement" issue gets very complex very quickly. For instance, NMC is "landscape textures", what you see in the background. To take maximum advantage of them, you need to also need rebuild your "texture cache" and "level of detail" (LOD, aka "View While Distant" or VWD). The former is done with TES4LL and the latter with TES4LODGen. The web site "The Elder Scrolls Texture Guide" (TESTG) is devoted to explaining the subject. Everything there also applies to FNV, and it has explanations and links for both those tools.

 

My recommendation would be to get your game up and stable first, then install the ENB series and a FNV preset (there are several and these "presets" are just variations on the default ENB settings to acheve various visual effects), before adding texture replacers. All before you start playing in earnest. Then don't change anything.
