FWE Perk

I am using the latest version of FWE and achieved rank 2 in the Explosives Engineer perk which is supposed to allow me to dismantle and create molotov cocktails and flamer fuel, but these options are not present in the workbench menu. I can create frag grenades and mines from rank 1, but nothing from rank 2. Does anyone have experience with FWE and is willing to help?

 

EDIT: after some messing around I found that I must put a perk point into High-Tech Engineer before I am able to create Flamer Fuel, Missiles or Mini-Nukes. After maxing all the "Engineer" perks, I still cannot create molotov cocktails. This implementation doesn't make sense and must be an error..any insight?
