"The Omerta will buy again weapons from you"

Hi, i have a small problem with a dialogue option in fallout New Vegas, most precisely in Mick and Ralph's shop:

I've completed the quest "how little we know" before to meet the two freeside shoppers, and i've killen both Nero and Big Sal, but Cachino is still alive; anyway the first time i spoke to Ralph (i think the weapons seller is Ralph) there was the dialogue option to tell him that the Omerta will buy again weapons from him, anyway i fist preferred to see his special stock items, but doing so, the other option to tell him about the Omertas buying again from him is disappeared, and now i dunnow what i can do to to make that option appear again and get the pimp boy 3 bilions.

Is this because of a bug ? Is there some console command or a patch or something that can make the dialogue option appear again ?
