You just have to set the detection level to "silent" in GECK, and make sure the projectiles (in this case pellets) are subsonic in the projectile definition used by the gun. If you want to make it look the part, you also need to add a can to the front, but that can be basically just a copy-and-paste exercise in NifSkope. Copy the whole branch from a silenced 10mm pistol, paste in the shotgun, adjust the position, adjust the bullet exit node to be at the front of the can. Just make sure you don't end up referencing non-existent strings after copying the branch, or rather, make sure you correct the bad references you WILL end up with, or it will crash the game. In fact, it's such a trivial exercise that you can take it as an introduction to modding. Bear in mind though, that in RL, silencing shotguns doesn't work very well. It provides far less noise reduction than a silencer for just about anything else. But I'm guessing you're not going for ultra-realism there anyway.
