Ugly flag problem

Now, I am pretty sure I haven't downloaded any mods that are specifically for adding flags above all cities. They are rather ugly because of their lame fluttering animation which looks anything but realistic. What mod could possibly add this nuisance?

That would be Open Cities.

 

And if you don't like them, go into the CS and remove them yourself. The flags are a trademark of OC, so it will be nigh impossible to convince the author they need to go (because they don't).
