modding question

hello.

 

first, i didn't know where to post it, it may require to be redirected.

 

my questions are: is there a tutorial about adding weapons on Fallout NV? i'm modeling a weapon, does the magazine has to be part of the rest of the weapon or separated? do i add normal maps into 3ds max or in any fallout editor? how do i make animations? and finally do i need programing skills?

 

i know this is a lot of questions, sorry about it.
