Best building/making/creating mods?

So there's plenty of killing to do in Oblivion. I'm wondering if anyone knows of any mods that allow you to create something? Say, a town or a fort, maybe a guild, something like that...

I'm not talking about making things in the construction set. I'm talking about a quest line or something like that, through which you cause something to be created, over time, bit by bit, in-game, and your decisions have some sort of effect/consequence on the end result.

Well, that's certainly complex. One reason people might not want to do that is because the CS just does such a nice and fantastic job with it.

Otherwise, it's updating and shifting possibly hundreds or even thousands of items using very intricate webs of AI, scripting, and time scale based events. A little more trouble than it's worth. Sorry.

Thanks, but I'm not asking anyone to make a mod like this, and I'm not asking if someone would make something like this or if it would be difficult to make something like this... I'm just asking if anyone knows if any mods like this exist. I'll pretend you wrote "No"

As far as your "sorry", no need to be sorry, I've allready found a few mods that fit this description, I'm just looking for suggestions for a few more.
