req: Better "hard" system

I hate the way B made the difficulty level be pretty much just bullet sponging and player nerfing. What I'd like to see is fewer and fewer prewar items are still around. In particular guns and ammo. At the higest setting about the only places you'd find prewar stuff would be bvarious vaults and other places no one has been in since the war. This includes NPCs that hould almost entirely be armed with improvised weapons (pipe guns, melee, laser musket, ect..). To balance this there should be a new reloading bench that lets you craft ammo with the yeild decreasing with higher difficulty. Also, less "legendaries"; both npc/creature and weapons are far far to common. When you run into one it should at least feel a little special.
