Emitting light doesn't require a mechanical action. Have you ever felt recoil from turning on a laser pointer? Did it require a mechanical action? Beth put recoil in there to keep accuracy/fire rate balanced, otherwise if they did similar or more damage as a ballistic weapon but with no recoil, they'd be super OP and there wouldn't be any challenge. But, the funny part is if laser weapons ever become a reality, that's pretty much how it'll be...point and click and just about anyone will be able to fire one accurately. Did you even read the post? Yes I did, but then we also get how many shots per fusion cell? So what, you get one recoil very ~20 shots or whatever the capacity of the gun is?
