Okay, I just re-read the Steam guide (it's been awhile and they updated it) and can see how you might be confused.

 

Note carefully that they recommend backing up your "SteamApps" folder. While their process is SUPPOSED to safely move things over, it might go wrong. No guarantees.

 

I'm pretty sure that because they are having you delete all the game's folders and files under the "SteamApps" folder before copying that tree to the new location, when you "verify files" it is going to have to re-install the game (which should update the registry). They are just not calling it that for whatever reason. So if you are concerned about your bandwidth and how long it is going to take to download: yes it will be just like re-downloading and installing so plan on it.

 

I know this is a major hassle. But fighting with the designed system protection of the "Program Files" tree with a game that does not understand it is a worse hassle and will go on and on. Every new Windows patch will have the possibility of undoing whatever you try to avoid those system protections. I know, I initially fought it and knew what I was doing and why. In the end it was simpler and infinitely easier to just install elsewhere and various strange problems just went away.

 

You can try moving just FNV and leaving your older games where they are for the moment. You now can have some Steam games on one drive and some on another. Just be sure to delete any games you are NOT moving over from under the SteamApps tree in the new location, and any you are moving from under the old location. You don't want them in two places at once.

 

Remember: the longer you wait the more you have to move and it never gets to be less of a hassle.
