Here's a REALLY bugging bug!

This has been tormenting me for over a year, but today it's snapped the twig and I need clarification as to what and why.
Not just relating to this item only, but it's happened to others - but it specifically concerns water in New Vegas.

I first noticed this when I duplicated the Ultra-Luxe bathroom and saw that the water refraction didn't work in the duplicated cell. At first I thought
it was just a limitation of the GECK, but this happens in-game too. The water isn't transparent and the water transparency texture moves with the
player's camera. I briefly fixed the issue when I used 'coc ulbath' to get to the original cell, but now it no longer works, just doing what I mentioned
earlier.

Do you think it might be the cell doesn't have some sort of water LOD file, or is it something to do with shaders added by Gopher's Dynavision?

Or am I unable to duplicate water from another source? But as mentioned, I can't add any water to any cell without this moving texture issue. It is
totally bewildering and annoying to me.

Any help please! Check the images below for what it looks like in the GECK. Oh and btw, the GECK shows the duplicated cell just fine when I
revisit it after checking a different cell; but when I refresh the cell view it goes back to the opaque texture instead.
