That mod has several flashlight options containing dark rings within the beam, which should work as you describe. I don't know anything about in-game lighting, but the desc states: "Q: How did you do this?A: The beams were primarily created using just 4 vanilla textures that were layered, re-sized, and manipulated in different ways to achieve the results I wanted. Everything was created in Paint.NET without any additional plugins. I took some minor liberties with some of the beam styles. For example, most of these real world flashlight beams can be focused by the user. Obviously the game doesn't allow you to do this so I tried my best to mimic how these beams look when focused on a point approximately 50cm from the target. As the distance between you and the target increases, so does the beam's radius. I spent more than 150 hours visiting lighting forums, asking questions, compiling results, and creating beam profiles. [Edit] Yup, I looked at his FOMOD xml, and it looks like just alpha masks. That's kinda nice and simple for ONCE!
