Simple: you don't. It probably was created to be the beginning of a quest, but the quest was never finished. There are more of these unfinished quest: have a look at this

I read up about it and if you look at the script in the cs it says impex,wich is probably a reference to fedex.There never had been anything intended with it!

Yes i also wondered for a while as to what "do you need couriers?" was all about but i see now that it refers to and unfinished quest bethesda put in late in the development process. It was most likely referring to the black horse courier and would have probably made a decent quest or even guild!!!

Apparently (according to the wiki) the quest had 3 main stages. Thats not enough for a guild, but I'd might have been fun for a while. Good for a new character.

When I first played oblivion I unlocked that topic and went all around the IC to find who the topic pertained to. I got so mad that I couldn't find the right person, I went into the black horse courier offices and killed the two khajits in there.

In the quest mod me and Malchik are working on some courier quests. You're not delivering The Courier though, you're trying to find new stories for it.

 

We also added a quest which is related to Gilgondorin, who says that Dro'shanji saw creatures around his house and that you should speak with him. That's also one of the unfinished quests.
