More freedom in 3rd person camera movement?

There's a thing that's been bugging me in 3rd person gameplay, and it's been bugging me ever since Skyrim, although now a little bit less.

There's the thing where you can walk around with your weapon holstered in all directions, but when you get your weapon out, the character instantly aims at wherever you're aiming.

Since I dont think I ever shot out a single bullet in the basic "weapon out, no iron sights" camera in 3rd person, would it be possible to make the character turn around 360° with their weapon out? Also possibly with the weapon down all the time. The weapon would only be raised and the character would only snap back into aiming when I aimed down the sights (right mouse button or left trigger on gamepad). I believe a couple of people asked about this mod before, but I dont think I ever saw any response.
