That is not a "load order" (LO), or at the very least not a "good" one which is most likely your problem.

Are you using a "mod manager"? If not, with that many mods you should. Possibilities are (in increasing order of capability/complexity): Nexus Mod Manager (NMM), Mod Organizer (MO), and Wrye Flash (WF: the FNV specific version of Wrye Bash. Use the "Wrye Bash Pictorial Guide" to get started.)

At the very least get LOOT, run it and then list your LO (right-click on the "three dot" version of a colon {:} on the menu line and select "Copy Load Order"). That will put your LO list in your clipboard so you can post it in "spoiler tags" (under "BB Code" on the "Reply" menu) here.

I'm guessing you simply added a bunch of mods without testing them individually to ensure they each worked. That is pretty much guaranteed to fail. You should always add a mod, run the game and test the functionality of the mod to see that it is working correctly, and then quit (no need to save). (This is known as the "install order".) Creating a basic test character and using that for testing is a good practice. Then add the next mod, sort with LOOT (for a "good LO"), and repeat the test process.

If this isn't simply a LO problem, then you will need to remove mods one at a time until you find which is causing the problem. If you have to go that far, I would recommend starting over in building your game using a mod manager to install the mods.

You can keep your current game saves by simply renaming the "C:\Users\<YourAccountName>\Documents\My Games\FalloutNV\Saves" folder to something else and create a new "Saves" folder for your test case. Once you have your game stable, then you can rename save folders so your current game is "Saves".
