Interior cells just don't allow land. If you must have land like that, it's usually just easier to make that section a seperate small worldspace. Oh, and there's that "Loading Area" thing, and having to raise that portion of land high enough, and having to deal with some of the distancing issues with exterior cells. I think I'll just use a bunch of the smaller pre-made gardens. I only wanted to do landscaping if it was relatively easy, and I certainly don't want it to start raining in my house.
