Second is to head on over to the GECK Wiki and get an idea of what to expect, go through the tutorials and what not. This is the best place to start for most new-to-GECK modders. Page Keep in mind its a bit confusing but for New Vegas you want the NVGECK version 1.3. The main page often references older versions or the Fallout 3 GECK. However, nearly everything is the same with New Vegas GECK its just that you need to make sure you are using the right version, and for the tutorials you'll have to be creative and use resources from New Vegas because the tutorials often refer to Fallout 3 so those locations and items don't exist, but the principles and techniques all apply. One of the biggest helps in modding for New Vegas, or any game for that matter, is to have played it start to finish; however, if you have played it part way through you can still learn but try to mod locations and items you are familiar with -- this is a big help when getting started because you can visualize what you are doing. It's a pretty tough learning curve when you first start. If you are wanting to do custom graphics for some new items this thread has a pretty good list of programs you need and links to tutorials.
