I did (just separated the resource, nothing novel or original) the short legion cloak here, pic; http://i1066.photobucket.com/albums/u404/devinlpatterson/FONV%20Mods-works%20in%20progress/LegionCloak_zpstd7dytvn.jpg since you didn't provide any links I did a search and it looks like there is a FO3 mod bassed on a mesh done by Backsteppo, that others developed.
