How do i place a container in the world map?

Not by console unfortunately. But you can do it by the geck.

-> Open up the Geck. Select your default Fallout 3 master file and load the files.

-> Scroll down on the far left side and look for containers (sometimes under static, I'm personally more familiar with oblivion's CS)

-> Once you have found that menu, look through the types of containers to find what you want your container to look like

-> When you find it, right click the container of your choice and hit 'edit'

->IMPORTANT: make sure to give it a unique id, otherwise you will be editing another container somwhere in the world space

-> once you have given it an id, name, ect, you can choose if you want it to respawn (if you are using it for storage, don't check this box)

Find the location you want to put it in via the render window/cell window and then drag and drop in the render window. I suggest that you make sure you know how to navigate the render window before attempting this.

 

And voila, you just made your own container. Pretty simple once you get the hang of it :P
