It is supposedly capped at 25 but nothing i can find has a value of 25 in the editor.. the magnitude of demoralize effect is set at 100 on default and i dont know what this does either, but apparently it is not the level cap or the game wouldnt say its capped at level 25. And I don't think you can make a demoralize spell with a magnitude of over 100... Not in the game itself that is. But it should work in the CS. I havent even got to crafting, too busy trying to rebalance the game and stop it from stagnating. But I know you can make a spell with a magnitude of 400 in the editor. However there is also a game setting that = 0.25. That is the number thats dividing everything by 4, and you can change it if you wish but it changes many spells' level limits.
