Odd (Blue) Water Textures Issue

So this problem has been occuring for a while now and I've always just paid it no mind because there isn't enough water in the Wasteland for me to really care. But I'd rather just start a thread and see if anybody knows whats wrong here. So most times (about 80%) when I approach a body of water, the textures look like this.

When I walk into the water, or shoot it, or throw something in it etc etc, the texture looks like this

I've tried to delete the water textures in my data>textures folder and I've tried to install one of the water texture mods but neither methods have fixed the issue. Any insight would be greatly appreciated.
