Lag in Gameplay and Framerate

Recently i've been having lag issues, sometimes my game is working right and is going a full on 60FPS but then theres sometimes where lag both gameplay and framerate, for instance: i plays as a vampire lord on one save and when transforming it takes like a few minutes and in that time my character is unable to go into character menu or when transforming he freezes just before be becomes a vampire lord and stays there for a few seconds.

 

I also get lag in areas typically from the dawnguard dlc or others skyrim places. this would happen randomly which is weird.

My specs are:

Intel Core i5-4210 CPU 2.90GHz 3.5 Turbo

13 GB RAM

Nvidia Geforce GTX 860

I just want to know are there any conflicting mods or anything that might cause the lag.
