Simple Level Scaling Fixes

I'm looking for a mod to fix the problems with the default level scaling (bandits with Daedric armour, etc.).

 

Overhauls like OOO and Francesco address this, but they also add a tone of other content I might not necessarily want. Are there any simpler mods that solely address level scaling issues?

Do you keen that if you are level 50 that bandits could only use fur and low level armor/weapons

 

Well, I'm not the OP but yes, I would really like a mod that kept enemies using 'appropriate' weapons. Bandits in glass or daedric armor is just silly.

 

Bonus points if it also 'capped' enemy levels (ie, maybe Bandits only go up to level 20 or something) without removing them from the spawn lists when you level past. A bandit shouldn't be a challenge to a level 50 character.

 

I've yet to find anything like this outside of the overhauls (which I don't want to use) though. There's Dynamic Levelled Lists which is kind of similar, but it doesn't work for me (the formid .exe never saves lists for some strange reason).

This too, which I want even more so than the tweaked weapons and armour. I remember one time where I was too weak to hunt some slaughterfish for a quest, and realized I couldn't just grind somewhere else for levels because the slaughterfish would level with me. :ohdear:

 

Brashers Oblivion Overhaul amd DLL look like what I'm looking for. DLL will require some setup at first glance, but that's pretty much the mod's point. I think I saw a few other level scaling mods, but these two must be my best bet.
