Start with high stats and completed quests

I'm not talking about skipping the tutorial.

Basically, my hard drive got corrupted and had to format it, with no back ups possible.

So I was wondering, can you start a game with, lets say, all the quests from Oblivion completed and edited stats? I'm aware you could just edit the stats, it's the quests I'm more bothered about as I really can't be bothered to do them all again.

Look for one of the uploaded save games without any mods active with a character that you wouldn't mind using (or just enablerace/classmenu then adjust the stats back where you want.) Starting with full stats however would have a disadvantage since you wouldn't be able to raise any skills related to any of your maxed stats.

Nope, those are saved within the saved game. There's no easy way to complete quests which doesn't cause other, more significant problems. There is however nothing saying that you have to do the main quest.
