Edit settler's hair possible?

I noticed after installing various mods that I was unable to edit my settler's hair. I thought it was the mods causing this so I loaded a very old settlement with all mods disabled and I still could not modify the hair of my settlers.... I am using slm *npcrefID to bring up the menu to edit appearances. Anyone else have this problem?

Yea, I had this problem when I first got the game, and months later, I still have this problem. I've tried all the "Edit NPC" tutorials and forums and since there's only like 4 of them, it didn't take long. Nothing works.

 

Something about how the settlers spawn I read. I think this is just something we'll have to wait for the Creation Kit to solve. And that comes out in like, a week or two max.

The closest I've come is by adding a settler mod and then using FO4Edit to find the settler object ids, spawning them in game and then using show looks menu to change their hair... i kept a log of the npcs that I changed and then I noticed that neither their object or reference ids are static, so when I would try to summon an npc I edited, their object id no longer existed. I'm curious if it's because I generally create new saves in case of mishap and that every new save changes their ids...

 

If I don't disable them after editing they'll keep their new appearance, but you can't do anything with them (I've had one person using the same cooking station for months now). If there was a way to use console commands to force join them to my settlement that would be perfect. Also, you can't move the modded settlers to your settlement via the workshop. It's pretty amazing that every avenue seems blocked.
