Odd Weather Problem

Hello, First time posting here's the problem:

 

My weather seems to be switching every ten seconds or so. When out adventuring it will start raining, but stops after ten seconds. Then it will be calm/cloudy/sunny for a while, and a couple minutes later it starts raining again. My guess is a weather duration problem. Is there an issue with my configuration files?

 

Note: I installed Enhanced Weather to try and fix the problem, but it didn't do anything. I'm using OBMM, OBSE, BOSS, Archive Invalidation, etc (I've done this before).
