Korodic
That is indeed the answer. :)
Korodic
does anyone have ideas, because I've spent hours tinkering on this one stupid issue and I must be missing something small/easy.When I saw "use item at" I was under the misconception that (since I saw furniture as a choice) the furniture was considered an item that the npc would use (as in sit down). I suppose it was my fault for not understanding what that package type really meant.

However when an NPC finds something i suppose that they are inclined to activate it, which makes sense.
Korodic
I found an easier solution. For those whom are curious. AI packages:DefaultSandboxEditorLocation2000 (can be supplemented with whatever...)DefaultTravelToLinkedPackage (link the chair) Got this from the ultralux interioir. I tried to use travel package by itself and it didn't work (I dont know if this was just me or not) but this seems to work...
