Oblivion High *heel bended* problem

I'm guessing this problem is caused by the incorrect setting of using *skin wrap* in 3ds max. well, I just simply add a feet model to parameter, and then *convert all to skin*.

 

I've tried to manually fix those bended points (set same value as other points) at the heel part, but the problem changes to have a small displacement, the heel is no longer bended though. I think this is because of points don't have gradual weights after changing.

 

Any idea how to manually adjust *weight properties* properly? or is there a simpler way to fix this problem?
