Help with Ultimate Mod List for Oblivion

WARNING: Huge post ahead. My apologies for TL;DR but I need as much help as I can get!
Hi. So I've been modding Oblivion off/on for about 3 years and still only have a general knowledge of things. After 300 hours on Steam, I've only ever finished the actual vanilla game on Xbox years ago. So over the last 2 weeks, I've been trying to give a big push at modding the game + DLC in an attempt at the "ultimate" Oblivion experience. I'm at level 4 at the moment and hope that I can finalize mods/settings and proceed with full playthrough.
Using this guide as a platform (http://wiki.step-project.com/User:Hishutup/OblivionGuide) I think I have made a pretty good attempt at creating my own version of the game. If I can finish the main quest + DLC without too many hiccups, I might write my own guide because let's face it there's not a very clear, concise guide for 2016. That said, I still need your help. While I'm not trying to go overload on the mods, I do want to get everything I can out of Oblivion. Having said that, I also need guidance in order to achieve as best as possible the most stable, performance friendly version of the game.
I tinkered with Mod Organizer and have gotten it to play nicely with the game. I've found it to be the best of the best when used with Wrye Bash, etc. I've been trying mods off/on in order to achieve success without screwing up the installation and goign through uninstall process. Right now I'm happy, although I'm unsure of stability.
I have what I think is a pretty decent system and I know limitations of game engine, but I am still trying to create as an immense and immersive experience as possible. I use 4GB patch, OBSE and plugins like OSR, Oblivion Reloaded, moreHeap (set at 768), etc. I also use RAEVWD, A Tweaked ENB, TES4LOD, etc. ENBBoost didn't really do much and turning off ENB didn't matter either.
However, I'm still not sure if I have everything tweaked in the .ini for best performance.
Certain things have happened like CTDs due to Reneers Guard Overhaul that were fixed by turning it off/on. Certain NPCs from Better Cities have had strange effects such as a naked male in IC Temple District and a smith who had blue skin in IC Waterfront (I reset skin color in CS now it works fine). Also Sneaking Detection Recalibrated had to be downgraded to version 7 due to the author taking version 8 offline. I am waiting for version 9 to be release as beta before upgrading. I normally use Stealth Overhaul Redux but SDR seems to be much more immersive although v7 is very performance hungry. I'm still even getting random CTDs but I'm not sure why.
I don't think any CTDs have been the engine's fault. Nor do I think it's too many mods. In terms of FPS, I get 10-25 average in areas of cities affected by Better Cities. It's pretty atrocious but the mod makes everything feel more alive. Exterior I get a decent 30 FPS average and in interiors/dungeons, usually 40-60+.
So my questions:
  • Could someone take a look at my load order and see if everything checks out? How compatible are these mods?
  • Do you see anything that's missing that you think would add to the game that's lore-friendly and compatible?
  • Is there anything I can do about Better Cities killing my FPS?
  • What can I turn off/on to help general performance? What about ini settings, specifically OSR?
  • Will this load order be stable enough for a full playthrough?

Graphically I think it looks better than vanilla Skryim for sure.

 

However there are problems such as this in dungeons where fog in distance isn't working correctly. This is with ENB on / ENB off:

Also looking for possible mod additions or changes to mechanics like Vampire, Stealth, Combat, Archery, etc. Any recommendations? Please check my load order in previous post for reference.

 

Will adding MMM be overkill? How lore friendly is that? I feel like FCOM is too much. Can TIE be added?

 

Technically speaking, why does the game crash when loading a saved game after I die? Is there a way to prevent that outside of weOCPS? Why does the game crash or freeze when loading a save from main menu, then when I exit and reload game the save works fine?

 

Would love input on how to perfect everything.

Another CTD: would anyone know why the game would crash entering my imperial shack on the waterfront? I can console command inside of the house and then exit, but I can't enter without a CTD. Deactivating Better Cities avoided CTD. Does anyone know why? How can I fix this? Is Better Cities worth the hassle?

I decided to add MMM but disabled a lot of the lore unfriendly creature additions (beholders, etc).

 

In terms of "overhauls", that's MMM+OOO+Maskars+a lot more. Heavy stuff but they say they can work together!

 

Exterior FPS decreased into late 10s early 20s but game is still holding steady so far. Still deciding if NPC yield mod should be deleted since NPCs disappear after yield thus no loot/body/fun. Overall, I'm worried that I'm overloading with scripts and this might be main part of performance issues. I'm wondering if any OSR or ini tweaks might pump out another FPS or two?

 

I tried turning off DistantLOD folder + RAEVWD but it didn't help.

Update: currently having trouble with Really Textured Normal Maps. Discovering the Mouth of the Panther shipwreck, whenever I move the camera around the ship and parts of the area around it turn yellow. See here: http://imgur.com/a/hdSbZ

Turning off RTNM fixed the problem. However I really liked what I thought added to the game. Is there a fix around this? Please see above link for load order, etc.

Still getting "too few args" script error from Real Time Interactions using Crime and Guard Overhaul. What's the cause/fix for this?

 

Does anyone know fix the yellow textures for RTNM?

 

Also does anyone have an opinion: Vows & Covenants or Oblivifall - Losing my Religion?

etc

 

 

I basically want to keep some functions from MMM that I can't find anywhere else but not activate the full mod. Would this work?
