I imagine it would be trivial to code, and would be a nice thing to have, especially for those masochists among us that like a super-slow levelling curve. When I put the difficulty slider up in either Morrowind or Oblivion I level up faster because I'm working harder to stay alive and taking more damage. Flip the idea and it's the same way. But at the same time I want the levelling curve to be Sloooow! but at the same time I don't want to have to play the game on super easy killing everything without even trying.
