Fallout: New Vegas Stutter

I loaded up a modded FNV save and was greeted by extreme stuttering and mouse acceleration. Last time I played everything worked just fine, and I haven't modified anything since then. I have verified the integrity of my game cache. My .esm files are clean, and I haven't tweaked any .ini files. My load order is LOOT optimized. The only thing I can think of that might have effected it would be attempting an NMM import on Mod Organizer.
