Mods unavailable after driver downgrade

Hey, In fallout 4 I have (had) a ton of mods. Fallout started to frequently crash so I verified the integretiy of my game cache. I realised my graphics drivers weren't up to date so I upgraded. Then I realised that the driver I installed wasn't stable I downgraded. Now whenever I launch fallout 4, mods don't work. I went into my game files and saw the files they said were missing, in my data folder. I launched the exe directly from the local files and it still didnt work. Thank you for reading this, I really appreciate it.

(graphics card is GTX 980)

try these in order

First attempt should be this:
Backup all the following, then delete them.
1. Fallout4.ini, fallout4custom.ini, fallout4prefs.ini
2.Falloutlauncher.exe
3.fallout4.exe
4. in your data folder delete the folder "strings"
Now go to steam and verify the cache

Second option if that fails:
Do the same as above but also:

t backup your whole data folder, then delete the whole thing
Verify cache. (It will take quite a while)
See if game launches correctly
Then you can try to add the mods back a few at a time and see if it still works
