A Level cap thread (no not that type)

There are an awful lot of mods out there to remove or increase caps, but none I could find that imposed them.

How difficult would it be to cap a player at level (15, 20 or 25) and make it so that any skill you level at least 3 attached skills in would give the full +5 bonus (thus insuring a less frantic optimization instinct and allowing the choice of "Major skills" to actually reflect what skills you want to use regularly (since a die-hard optimiser like me always has a sheet on my desk so I can be assured of all skills levelling at +5 each level, not having to be so careful would go a long way toward improving immersion for those of us blessed with statistical optimisation mindsets).

 

Also, how difficult would it be to impose a restriction on the number of skills you can have at various levels? Perhaps all major skills are allowed up to 100, whilst all skills with a racial bonus are allowed up to 50, and all others up to 40?

 

I feel this would add challenge and make end game characters feel very different from one another. It would also go some way toward balancing some birthsigns (like the lord, serpent and shadow) whose positive effects could then only be gained with certain races or builds, making them worthwhile for choices not including them.
