Game runs 'choppy'

Hey there-

I have googled around and tried a few different settings but no matter what, my game gets the 'choppy' effect. You can see it in the smoke, water, way the character walks in 1st or 3rd person, etc. Oddly, for the first 5 or 10 minutes the game runs perfect and then it will start. Occasionally it will come out of it for a few minutes but goes right back to it. I have tried setting bpresentinterval to 0 in the ini files. I have tried running it in windowed mode. I have tried running it with or without mods.(I'm not running any type of ENB) I have run it in low graphics setting. I have made sure all my drivers are updated. The effect is still the same. I am fairly new to this and only have half a clue what I am doing (I know just enough to shoot myself in the foot most times. Heh.) and so any advice or suggestions would be greatly appreciated. Thank you.

This is my system:

AMD FX -4100 Quad Core

64 Bit

Multi core

Hyper threaded

(That's according to belarc advisor. I don't really know what it all means)

My game also ran choppy, despite countless ini tweaks and so on. Until I got this mod from the Nexus: http://www.nexusmods.com/fallout4/mods/978/

It now runs like Fallout 3 and Skyrim did, for me.

However, until the GECK is released, you may notice a slight increase in loading times. That's not the modder's fault and will be resolved once GECK is released.

Some other tips:

-- Run the game as Administrator.

-- In task manager, go to processes and set the game's priority to "high" (some people need to click "show processes from all users" to be able to do that).

EDIT

Just to add, I know the issues with choppyness for me were not due to my computer. I have a couple of equally "heavy" games with much better graphics than the cartoonish ones of Fallout 4, which run absolutely perfectly. The issue is with the game itself. Modders have pointed out that the graphics Bethesda uses are too much for at least 8 out of 10 modern computers these days.
