Trying to fix puddles and add in reflections

I'm trying to fix the puddle flickering when moving the camera and remove the default reflectiona and replace it with screen space reflections. The puddles get screen space reflections when it rains but as soon as it stops raining the puddles lose their reflections after about 5 or so seconds.

I have looked at the material files and tried changing their settings, which some seem to take effect. However I am at a loss as to how I can get screen space reflections to work when it's not raining.

Any help would be appreciated.
