Help with Perk Overhaul & Weapons Overhaul

I've played a lot of Fallout 4, about 200 hours on Xbox One and now about 50 on PC. I love the game but there are just some things that really bother me. I'm looking to find like minded individuals who want to collaborate with me on creating a well rounded and diverse overhaul of the weapon system including crafting and the perk system.

I found that it was very difficult not to diversify, it's hard to create your individuality with the perk system as there are so many split requirements. I'd like to also add or revamp current perks. So for example sneaking and pickpocketing become a viable option. I find that currently sneak is only good for multipliers on your attacks, which makes no sense. It should be that the characters around who ever is shot just can't tell where you are. I loved skyrim because of the ability to steal, I'd like to add that into fallout 4, maybe characters carry slightly more caps or the odd expensive item. There's many things I'd like to do, and I've created many charts going over weapon damages and also the perk system.

I feel having multiple people's opinions though is very important as the game is played by more than just myself.

I was asking if anyone wanted to provide me with their opinions on the current system as well while I work on the changes.
Currently I'm creating a list of changes I'd like to see, and I guess it will be easier for people to levy their opinions then when they can compare my changes to the original game.

 

But if you have an opinion right now, I'd love to hear it so I can factor that in to my changes I'd like to make.

 

For example, I'd like the damage multiplier perks to become more skills changes rather than just increased damage(equals the same thing but not on such a drastic scale) so for example:

Rifleman instead of being 20/40/60/80/100% increase in damage, would increase your range of the weapon, your speed in firing it, your accuracy, your vats abilities, and so on.

 

I'd like to change those perks because I feel the change in health is crazy. Bullet sponges suck balls.

 

I'd like to make sneak far more about it's ability to hide you, rather than it's ability to provide 3.5x/10x damage multiplier.

 

I'd like to make hacker, locksmith, pickpocket relevant. Why is it everyone that is alive is poor. Anyone living in diamond city or good neighbour should be quite well off compared to the rest of the commonwealth.

Actually surprised at the lack of critics I´m having, used to point out balancing issues en masse or the ideas is only beneficial to one type which in turn also makes it less balanced ;-)

But here are a few things, both that I liked and disliked along with a few suggestions.

 

Lower amount of ammo: I always thought it odd aswell that the wasteland was littered so much with ammo for the different guns, like vault only having the ammo in the gun and perhaps a small cache of bullets somewhere, like you said... Enough to shoot the roaches, but not enough to really make much of a difference in the wild.

However one issue with this, both for gameplay and realism. Any raider and so on would likely have some spare ammo for any firefight so nerfing it too much will make it odd aswell so might only be nerfing in loot crates that should be done, unless it´s a special place.

Secondly, since ammo is more scarce perhaps damage should be put up just a wee bit more compared to survival, or at least increase limb damage (decrease cripling hp). I get and love, that it´s better to feel the scarcity of ammo, and you really want your shots to hit, but this could potentially also make the game more suitable for snipers (which I am too in-game).

However if you were able to make cripling damage more of a thing, like 1-2 bullet in the legs or arms you would make hitting limbs more of a thing and more tactics to the fray, which might even make it more interesting even with a wee bit of lower ammo.

A point of the ammo being more diverse could be to change the raider or mutant spawns, so there is a "captain" that´s just 1-2 lvl above the rest or something, that holds the better guns, since he has the rank to grab loot first and really wanted that 10mm.

 

Perks: Like the idea of having proficiency rather than damage, it was something similar in New Vegas. However, combining the perks might be a bad idea since shooting with a gun isn´t really the same as shooting with a rifle. However you could add some perks that combines them with 2/3 of whatever the specialized stats does, but then make it so that taking the specialized only grants the remaining 1/3.

Not much of a gun man, but would figure that some guns could hit even harder with the same bullet?

Also, would add that perhaps you could add a minimum requirements for SPECIAL, so you could only increase stats every 5 or 10 lvl, that would also emphazise builds and prolong the feeling of having to live with that build for awhile.

 

Stealing: Yes, I agree... Never use pickpocket really but there is one point... Of course they should have caps enough to buy necessities and stuff, but really... Wouldn´t you put your most precious stuff back home? So upping the cap count but adding keys along with it so you could go back to his home and take those things he kept at home. I personally keep most stuff at home, I only rarely go carry around 3 gold watches (well... In FO4 I do).

Another thing that bugged me, too much is green. The first time I stepped on to Prydwen I sacked the place of valuables... Many things are like that which I only find odd...

 

Sneaking: I agree it´s odd, but would really make it less worthwhile to be a sniper, which I enjoy... Must be a coward or hoarder of bullets... However it could be tweaked down to 1.2 and perhaps add better cripling damage so a leg shot would make them limp or hitting them in the arm makes them drop the weapon. Then sniping won´t be OP but still make the battle easier by using tactics.

Another thing could be too add "slow time" with the specialized perks, it should drain fast though... But that could make it a great weapon when you just need that 1-2 seconds to line the shot at the mobs running at you.

 

Other stuff: Mostly a few things I wondered about myself and written down in case I ever go deep into modding Scandinavia (has mostly experience from EU4 and CK2 modding though).

AP drain much more... Jogging should always drain it slowly and sprinting much more... Always found it odd that you could jog around and gain stamnia... However smaller encounters might be implemented to make up for the increased travel time.

limb damage should be changed, has mentioned it before... But personally I never really use it which I think is a shame since it could add much in tactics... Just dislike spending 3-4 bullets in the leg when I can put him down with just as many... Limb damage shouldn´t take much from overall health, but perhaps add a bleed effect of some sorts... Limb damage should just be easier to use, with like 1-2 bullets.

 

I do enjoy modding though, but my experience with fallout modding is quite poor... I´m better at theorizing and creating small stories and balancing along with realism... Would like to help, but in that regard I´m not much use since my time is limited at digging deep into learning something new... Since my experience from other mod projects is that it´s quite time consuming, especially when you must learn it all... But anyway I can help, I will do...

First I'd like to thank you for your very thorough reply!

I agree there should be less ammo in the game, the goal would be to make very few bad guys bullet sponges, a well placed shot to the head should kill almost anyone other than someone in full heavy armour or a creature/boss of some sort. Yes even a gun with the same caliber can do different damages, that's based on barrel more than anything else, how tight the barrel is to the bullet(pressure build up) Rifling (creates spin thus better velocity/trajectory/range) and length (allows for pressure to stay behind the bullet longer). So a rifle that is .38 would do more damage than a pistol that is .38. But two pistols aka the 10mm and the deliverer - shouldn't vary by the 7 points meaning 30% difference. I'd like it to be that having a variety of weapons on you is wise, rather than just one because you have a crap ton of ammo, will always find ammo and so on. Also would like it so that theoretically a pipe pistol can kill a boss with well placed shots at end game, boss will most likely kill you first though ;). I like the idea of crippling limbs being more valuable, for example yesterday I used V.A.T.S to put 3 shots into a raiders arm, not only did he not die he still used that arm to shoot a gun with. In my mind either he should drop the gun, or his aim should be abysmal. Or shooting a leg slows an enemy, or you see someone has heavy armour on so you shoot where they're unprotected. So on. Having the multiplier vs increase in skill just means that you can only get an advantage from the perk during sneaking for example, where as an all around skill increase is useful period - which in reality is how it would work. How can sneak then benefit a stealthy player - well your aim can be less wobly, because you're lower to the ground with a better stance, your hold breath can last longer, and when you do fire they have drastically reduced chance of knowing you did shoot. That sounds like an advantage to me. :)

Currently I've been adding additional requirements for all perks.

So it's no longer level based, but something like Big Leagues(which I've merged iron fist with) requires a low amount of agility to use, as you're not only strong you're faster as well as endurance. So it's no longer just oh i've leveled up, but if you want to take a certain route you need to be well rounded in anything you'd need.

Perceptions Demolition Expert for example is tricky, I feel you need intelligence to make bombs/explosives, you also need some luck in not killing yourself lol.

Heavy weapons, needs strength, endurance, and so on.

What are your thoughts on what I've mentioned so far?
