Like a room you can build on your base that let's you call down support fire once per mission. It would make sense that you might have some heavy guns on the old alien battleship you repurposed for your flying headquarters that you could use. If you used the Skyranger, you might be able to make it work if you put together pieces of code from the Evac ability, the flashbang grenade (the AOE, probably), and the plasma grenade. Not necessarily. If you think about how real artillery works you're lobbing an explosive shell or some other projectile over a long distance, so I don't think you'd only get it on defense, The Avenger is always in the same sector as the mission, so it stands to reason that it could be close enough to launch a large scale AOE attack. It probably wouldn't arrive the turn you used it though, you'd paint a target area on the ground and then next turn the area gets hit by the "shell".
